In the case of Steamers discharging at the Hongkong and Kowloon Wharf & Godown Company's wharf, an import manifest of wines and liquors is handed to the Importe and Exports Office by Agente of vessels but no copy of this abstract is handed to the wharf. Consequently the abstract for the keepers of that wharf has to be made out by the Manager of the wharf from the original manifest handed to him. It very often occurs that the Bill of Lading and Manifest do not give the correct description and the Manager knows nothing of the package or packages containing liquor until declared, if ever, by consignee. It may or may not be on the liquor manifest handed to Imports and Exports Office.

Identification from the outside appearance of a package being extremely difficult. There is no intention to advo- cape to subject all packages to a strict examination but help should be given to keepers of King'e warehouse to prevent fraud, and that help should be given by appointing an Excise Officer to be constantly present at the Godowne. This officer would see all Manifests and Bills of Ladings as they are countersigned by the whar for the delivery of the goods. When goods are declared as "merchandise' or similar general houding he should satisfy himself that there is no liquor and whenever he has any aus,lolon of any package on the manifest marked as merchandise or other denomination he should cause an examination to be made of such packages. Such examination should take place in the presence of the consigner, and representative
